I suffered the consequences of a manual operator deciding when his (actually
some else's) program should move.  It was doubly galling because mine was
kibitzing.

The best thing to do is simply decide the rules and apply them to everyone.

Of course cheating will always be possible, but this is a second order argument.

If the commercials (or their authorised jockies) want to turn up then they will;
and do whatever in their judgement is worth the participation.

(I still surprised that Fritz cannot connect to chess servers - or perhaps it
can?).
