I agree that it is kind of annoying for programmers, and I don't really like the
rule because it provides only mild cheat prevention, and prevents more people
from participating.
If someone has a legitimate reason, there is no reason why the TD cannot make a
judgement call based upon common sense. I don't like absolute rules that assume
everyone is the same. This rule assumes that everyone uses a modern, popular
programming language and the Winboard protocol.
