For US$2000, you can get a 15 inch PowerPC G4 notebook; see:

I have an earlier model of one of these and it works very well.  The GUI runs on
OpenBSD Unix, the development tools are free, the X Window server is free, and
it has everything needed to make applications that are portable to Linux or
other reasonable environments.

For US$1000, you can get a 12 inch PowerPC G3 notebook; see:

It has all the same free software as the more expensive model in a smaller
package.

There are a number of free and commercial chess applications; GNUchess (wthi
voice control) is included as part of the standard package.  Crafty runs fine,
and xboard should work under the X Window server.
