I think I see the solution: White plays:

1.Qe6+ Rf5 2.Bh2 gaining the first tempo.

White repeatedly play the sequence:

Qe3+ Kg2; Qg1+ Kf3; Qf1+ Kg4; Qe2+ Rf3; Qe6+ Rf5

gaining a tempo each time.  White uses all those tempos (tempi?) to eat all
Black's a-file pawns then march his (White's) King over to d1, after which he
has a simple mate.  I haven't bother to work out the precise details (whether
White must eat the pawns on specific squares, etc.), but I'm pretty sure that's
the basic idea.
