matter of short period of time before 2.2Ghz opterons will be there too.
parallel capable cpu's are used in some very important machines so they need
more time to thoroughly test them to be 100% sure there is not bugs in the cpu.

Of course they can never be 100% sure like intel has proven with itanium (it was
clocked too high at 1ghz for a long period of time instead of 800Mhz),
but the chances there is bugs in them considerable get reduced when they test
them longer.
