I am pretty sure this works in CP.
A few things to check:

If you have a engines\amateur266\amateur266.cpeini file the settings
in there will overide the settings in ENGINEEXT.INI, in that case make
sure you have the Options=2 key.

Make sure the winboard adapter that came with rebel is used, this is
normally the case when rebel was installed last.

Have the CP winboard adapter make a logfile, e.g. set the Logfile="mylog.log"

Assuming you where setting up a match in ERT you may want to test the
engine first running under CP.
