Just for clarity's sake:

- you copied the rebel 12 directory to the chessbase\engines directory
- now it's a subdirectory of that directory
- you started Fritz or whatever new CB GUI
- you chose "install UCI engine"
- you browsed to that engines subdirectory
- you clicked on wb2uci.exe
- the engine installs, but does not run?

and in that folder is also the rebel12_CB.exe file, I suppose. If you run XP I
guess you also changed a parameter in the wb2uci.eng file.

From the readme.txt:

. Copy the installed Rebel 12 directory to the installed
  ChessBase directory, usually C:\Program Files\ChessBase\Engines

. Should the OS be Windows XP, then edit the file WB2UCI.ENG (this
  freeware tool is supplied by Odd Gunnar Malin and is not supported
  by the author of Rebel) as follows:

  Change "TerminateHard = false" to "TerminateHard = true" and save
  the file.

. Start Chessbase (Fritz, Junior, Shredder etc.) and select:
       Engine -> New UCI engine -> Browse -> RebelUCI.
  That's it! Rebel 12 may now be used in the ChessBase gui.
