Because MHz IS NOT A MEASURE OF THE SPEED OF A COMPUTER.
Exactly like the max RPM of a car's engine is not a measure of the car's max
speed.
In other words you CANNOT compare the MHz figures of different computers and
decide which one is faster.
You can SOMETIMES under strict conditions (in particular if the computers are
using exactly the same processor and the same set of associated chips).
But in general comparing the MHz figures will be totally misleading.
Assuming equal MHz, the processor inside the PocketPC computers is several times
slower than the ones in the PCs. And there are different kind of processors for
the PC, so even if you were only talking about PCs you could not compare the MHz
and decide which one is faster.
