The default for the king is 6 and not 9 as you have in your settings.
If you want to use 9 as default you have to add it to InitString too, but you
could also change your string to:

Selective Search (sel)=cm_parm sel=%i|spin|6|0|16

And then create a personality in Fritz or whatever with this setting to 9, then
it will be sent to the engine at startup.

To change the default to 9 in the initstring:

InitString = (your previous string)\ncm_parm sel=9

Use only one of the above methods.
