Why should ratings exceed 3000? The Elo formula has no upper bound, nor no fixed reference for a specific "strength". The absolute numbers mean _nothing_ in the Elo system. The only thing that is important is the difference between two ratings, which can be used to predict the outcome of a match between the two players. Nothing prevents 4000+ ratings, or 5000+ ratings.
