No, the conclusion is to put Vincent on the USS Pittsburg.  Get rid of
the nuclear reactor.  He produces _more_ than enough hot air to keep the
sub in plenty of steam for its 30+ knot top speed.

Having such an energy source might lead to a drastic increase in suicide-
deaths on the sub however.
