In my Hiarcs 8 book, all moves don't have N=16384,4096,1024,256,64 or 16.
They have many other numbers. For example at move 5 for black these are
the moves and the N:
5...Bf5  5486
5...Bg4  1163
5...e6   269  etc.....

 And in Chessbase's GUI help defines N as: "The total number of games which led
to the current board position. The N column displays the number of games in
which each move was executed."
So it has to be the number of games.
