Perhaps the reason is that the programmer did not spend enough time on analyzing
results to find them earlier and did not pay attention to games
when Rebel missed a win for exactly the same reason.

I wonder if Ed looked at thousands of games that Rebel did not win in order to
find bugs.

Another reason is that the beta testers were not good enough so nobody could get
a game when that bug happened to report it to Ed.

I remember of another bug with the 50 move rule(Rebel allowed mate in the last
ply) that was in Rebel for years when I as a beta tester found the same bug in
Junior(I simply continued games and did not adjudicated them).
