I assume Jeroen acted according to the FIDE rules, which require the following: 1. execute the move on the board 2. make the draw offer 3. press the clock Knowing Vincent, it may very well happen that he entered the move into Diep and saw Diep´s result on the screen all between 1 and 2, but I don´t find that important. Let´s not introduce unnecessary rules! Even if Jeroen pressed the clock before making the offer, Diepeveen did not protest against the distraction, so it has no effect on the outcome. Conclusion: all of this is covered by the FIDE rules. Theo
