I can offer a few possible explanations.

1)
The winboard protocol has no standard for sending distance to mate, so
if you've observed this with wb-engines in Arena, it is most likely Arena
interpreting the scores wrong (e.g. it does that for my engine).

2)
I think some engines analyze as they would play and so they might send a
checkmate score when giving the mating move, ie. offset by 1.
IMO the correct thing is to send "mate in 1" and then make the mating move.
