When programmers code their own PRNGs, do they normally provide the seed so that every time the program is run, it will create the same series of random numbers? I guess I'm asking whether or not it's important to be able to reproduce the same random number stream. Is it desirable, or would there be any advantage, to use a cryptographic RNG?
