Presumably, it was someone competent enough to ensure that DB couldn't be operated by a secret remote terminal connection. Anyway, it is difficult to believe that IBM would risk the damage to its reputation that a discovery of cheating would cause. And finally, Joel Benjamin was asked about the moves which GK believed DB didn't make, and he said that his initial reaction to the moves were very negative (souce - the Danny King book about the match).
