When I was a moderator, we did _very_ few bans.  But we did some.  And
we didn't post a notice here, we just emailed the person(s) involved and
told them what we were doing, why we were doing it, and how long the ban
would be.

He was notified _many_ times when I was a moderator.  I suspect that other
moderators had the same experience...
