I implicitly argue that interoperability between two products from competing business organizations is a form of product promotion. There are two inter-operable standards existant right now and publishers can conform to them if they wish to (xboard and uci) so I think the portable game notation analog is not germane. You are demanding that market leaders desigh their products in a way that make their weaker competitors more attractive and to do it at their own expense. I interpret this as a directive.
