It depends when ratings expire. At least from a look at www.fide.org there is nothing explicitly stating that they do so - so that, if a player has a rating then stops playing, that rating is assumed to apply indefinitely. This appears to have changed and is certainly for the better - when I played in tournaments 15-20 years ago I remember a few massive rows because a strong player stopped playing, started again after a number years, was described as being "unrated" then won a lower section of a tournament by miles. (I also note that the time limit for title norms has been removed - it used to be that the three "good enough" scores you accumulated in order to qualify for a FIDE title had to occur within 7 years).
