It's always easy to say "xyz should be done" if someone else is doing it, or
paying for it.

Given this understanding, I think it could be done the following way:

When a new topic is created, the message will not be posted until the creator
has selected at least one item from a list of subject matters.

This way, all threads would be categorised automatically from creation.

Then, of course, there's the little matter of creating the views to let you see
the threads by category.
