I won't repeat what has already been said, but will point out that yes, pushing
to h4 is possible but no, it's not a simple issue of 'What can white do about
it?'. You're presuming that if Black had played either the f-pawn push or the h
followed by g (h5-h4 and then g5-g4-gxh3) that white would have taken the same
time to invade on the queenside. I don't agree.

First of all, either of those Black plans require some significant piece
reorganization, which isn't necessairly straightforward due to a lack of space,
and second, more importantly, if Black begins removing pieces from the
queenside, then white's plan of a4-a5-a6 will work much faster. It took longer
because Black began to bring in its forces to try to slow it down instead of
balancing two sides of play.
