The original ICCA was _mostly_ USA folks with some from Canada as well.

Would you say _we_ were not "world aware" in 1977?  If so, why did we
_specifically_ think it necessary to alternate the WCCC between Europe and
North America every three years?  To let the US folks have a European
vacation and then the Europeans have a US vacation every 6 years ago?  That
didn't figure into _my_ voting on the charter as originally written.
