Sounds great! A few questions:

1. Would the journal be open only to researchers from North America? Are there
that many computer chess papers being published (especially only in NA) to
support that at a regular interval?

2. While the tournaments would be "for North American authors", would they be
restricted to only that group? If possible, I'd like to see at least one annual
closed event (NA authors only, probably the NA championship), and one event open
to anyone.

3. How do we go about getting this started? What's next?
