The latest available version(Quark2.05b) can be downloaded from Leo's page
http://wbec-ridderkerk.nl/

and choose Quark in info pages

It is not the latest version but usually leo has link to the latest available
version.

That version was the best quark of 26.9.2003(the date that the first division of
WBEC started)
