The people putting up the prize money would have to agree to this.  If they are
more interested in marketability of the software, they might take a dim view
toward anything might run counter to that.

It is also necessary for the GM to agree to the terms.  Make it too unappealing
and the top GMs may decline.  Then the software promoters would have to settle
for "lesser" GMs who are more hungry.
