Yes and yes in terms of strength, although Tiger has considerably more features.
(Unlike the Tiger Dragonball engine, both the Genius Dragonball and ARM engines
are still monolithic - there are no user parameters).

That said, Richard commented to me that he wanted to get the first version of
the ARM engine out "quickly" - presumably in time for Christmas - and, now,
there will be more work on the engine and opening book.

Those using the ARM engine might notice peculiar lines occasionally appearing as
the current best line - these are a known problem (and also appear in the
PocketPC version) but don't appear to affect the final move chosen; also, I
uncovered a few minor shortcomings in the book.
