You are allowed to change the time settings after the first timecontrol,
and you're allowed to update the internal clock of the engine to reflect
the real clock to compensate for time lost by the operator.

There used to be a rule that you could adjust only when your program
asks for it, but AFAIK it's no longer in effect.
