In my opinion he is not a good champion. a good chess champion should be GOOD for chess in general, not in making money for himself. also a good chess champion should be a good sports men and lose with dignity and not crying like a baby or making illegal moves when playing against women. Kasparov is IMO bad for chess/chess-world. he cannot be an ideal/idol for somebody /kids in the chess community. he can only be an example how you should NOT behave. beside this he is of course a strong chess player. is this all that counts ? IMO kasparov should have tried to make chess popular. IMO he should have tried to make it an olympic sport. But he made anything even worse. it's a shame that he has become chess champion.
