I believe this behavior is a FIX for people setting formulas that inflate their ratings. It was really silly before where people would tweak their formulas such that their ratings would climb to over 3000 ... haven't been back in awhile so I don't know what's been happening lately. Maybe try setting it to > 2500. Otherwise it can be abusive.
