It's a program to distribute builds to several machines, using gcc as a compiler. Together with ccache (from the same people) can give a great speedup when compiling big packages. Unfortunately it doesn't work with other compilers, such as VC++. distcc/ccache is rather useful/popular in source-based Linux distro environments such as gentoo.
