In some tournaments it is done so, but it is unusual. My favourite tie-breaker
for swiss system tournaments is the "cumulative score", i.e. the sum of your
score after each round. But in general I think it is not that important which
tie-breakers are used, the only important thing is that they are clearly
specified before the start.
