The ICGA would also not get some ridiculous amount of money ($50k or $100k or something) for them to pay their own travel expenses and who knows what else. It is much better to throw $100,000 in the trash for no reason than to promote computer chess around the world at near zero cost. This is what the ICGA thinks anyway...
