i think david levy had to say more than you suggest. if he said as little as you suggest, then there would be a firestorm of specualtion which exceeds this. One must know the severity of the infraction and that the remedy was apropriate in order to restore confidence about the procedings and the tournament results. Were the tournament results to seem arbitrary, computer chess would seem as silly and petty as FIDE, where there is no championship and no process to find a champion.
