They can of course punish based upon lack of cooperation. It seems to me that to ban based on plagarism, then they need to prove plagarism in the Graz verion of List. Sounds as if they were stymmied because of Mr. Reuls lack of cooperation. Which of course be grounds for action. But not grounds for banning due to plagarism. (That does not mean plagarism did or didnt take place).
