No, it means it has completed a 13 ply search plus 0 moves on the 14th ply.
Basically it was still searching the first move at depth 14 when it stopped
after the 1 hour limit.

You can see above that Qb6 was found after searching 4.21 ply, this means that
it was really found while searching to depth 5.  It was the 21st move considered
at depth 5.  Confusing huh? :)

I'm not sure how other people represent this sort of information...
