That rings a bell for me.  I recall, from the dim past when I was a regular
chess tournament player, that the tournament directors often said:  "This
tournament will follow the rules of xxxx."  In my case, xxxx was USCF.  Perhaps
the only thing that should have been put on the website was the divergences from
or exceptions to standard rules.  The standard rules to be used ideally would
have been made known to the participants, however, before they decided whether
or not to participate.  However, more common practice is to tell everybody in
the hour or two before the first round begins.
