1. a weak tournament director. 2. an operator cannot decide WHAT to do. when the program says or signs a DRAW the operator has to FOLLOW it, and request the draw. Otherwise the operator could e.g. promote into a KNIGHT when in fact the program plays promotion into queen. But no - the operator says: a queen would be DRAW , but that would not fair, so i promote into a knight. and maybe in other cases the operator makes a complete different move then the program has played, because the operator wants to help the opponent, or whtever reason. this is all IMO not allowed. the operator has to move the right moves. and cannot decide WHAT to do. if the ICGA allows the operators to decide what to do, they don't need the computers. they can sit all in a room and decide instead which program could possibly win.
