Subject: WCCC03 - Results Invalid. Rules of chess broken to turn = into 0.

If the operator had let the draw stand, the results would have been draw.  Fritz
would be the winner of the tournament.

But, the operator was allowed to "throw the game" to favor another player.

If the rules allow operators to throw games to improve another player's standing
in a tournament, then the results of that tournament are bogus.
