Subject: 3 fold rep - are there no actual rules?!

It's hard to believe that after thirty+ years of computer chess tournaments this
situation isn't covered in the rules.

Personally I'd like to see the operator have the choice. Then the egos can get
involved, which at least makes for better theater, for example
