Correct. Any test would have to be at the level of the source code.

A faker could very easily write a "man in the middle" which sat between a
program and its user interface - even if that were a DOS window - and "improved"
the data passing to the user interface; that the Winboard/UCI protocols are
based on plain text is a great help in doing so.
