No
They simply do not assume that the rules are like you assume.

I am sure that they could implement correct draw claim by the engine and not by
the interface in case that they understand that they need to do it but nobody
told them before the tournament.

If you want to follow the fide rules and not the rules that are used in all
comp-comp games then you should explain it to the participants before the event
and not after the event.

If there is a rule that a lot of participants do not know then it is the
responsibilty of the organizers to explain the rule before the event.
