If a programmer wants to add threefold repetition awareness for contempt purposes, and most seem to have done so, great. It's a useful feature in many cases. But otherwise it should just end the game since if the program had found anything better than the repetition to play it would have played it already. So "claiming" and "informing" and GUI vs program should be irrelevant. Let the programmers add the avoidance code as they like.
