Hmmm.

Well, if I were "the man putting up the money," I might consider releasing a
request for bids, and let ICC and anyone else bid on it.  Then it would be
ligitimate for ICC to run the "automated" tournament, or provide the software
and server, if they won the contract.  It would even be proper to pay them for
their services.

My concern was that "automation of computer tournaments" might imply the
necessity of using ICC.  Even with only two organizations having the required
capability is bad enough.

Ideally, the tournament organizers would have their own equipment and server and
would not have to pay someone else.

Whatever.
