The number of rounds is pretty predictable.  log2(#players)+1 is a good
first approximation.  That keeps the number of games reasonable, and at 2
(or three) rounds per day, that keeps the event short.  Look at the last
4 rounds of the just-completed WCCC.  Were there really any interesting
games?  The leaders had already played each other, so it became a matter of
"will any lower-rated program luck up and beat one of the leaders?"  That's
not the way to run a WCCC event.

But if someone _insists_ on doing so, my suggestion would be as follows:

take 16 players.  Seed them.  Take #1, 5, 9 and 13 and put them in a
group.  They play a round-robin (3 rounds) over the internet, before
the actual event starts.  Ditto for 2,6,10,14, and 3,7,11,15 and
finally 4,8,12,16.  Now hold the local tournament where everyone shows
up.  The pairings are based on the four pre-rounds, and then you play
say 3-4 more rounds (3 would probably be best).  You have your large
number of rounds.  The event lasts 2-3 days, enough time to sight-see,
have a meeting where various papers are presented about chess, and so
forth.  The cost would be significantly less.  The total travel time would
be cut to 4-5 days at most, the amateurs _still_ get to play the commercials,
etc...
