Without rereading the Standard text, I thing Game and Reason are allowed, but
should come after the 7 tags:

Event
Site
Date
Round
White
Black
Result

I think for an unknown event, there should be "?" and not "".

Deleting Game and Reason tags from your PGN would be easy with a program like
sed (stream line editor). Windows/DOS versions of this are available, I use a
very old DOS version now and then. Also sed could easily change the "" after
Event. It could (to my knowledge) not reorder the tags into the Standard order.
But some perl or awk hacker can certainly tell you, how to do this.
