Losing the game sounds a little harsh to me. I would rather an illegal move
count as no move, until it becomes an annoyance for the opponent. So maybe after
3 illegal moves and restarts in a single game, you forfeit. That way one rare
bug (maybe an erroneous once in a lifetime hash collision) won't cost you the
game.
