You can just create the opening book in the Chessmaster GUI.  I don't have
Chessmaster 9k but I do have 8k and if you login and go to "Library" then go to
the menu and go to "Opening Book" create a new book and then import the PGN
files, it even lets you set the criteria in which you import these games.  I.E.
Wins, losses, draws, Long Games, short games, captures, gambits etc...  Quite a
little known but very useful feature for Chessmaster.
