The ChessPartner website says that ChessPartner can "Read Chessbase Databases," and "ChessPartner contains a powerful database capable of handling millions of games, you can search on player, opening, tournament and a date range. You can also read or write games in PGN format." I'm not sure if "database" equates to "opening book" however. Surely you can use a database as an opening book, or there is a conversion feature. Someone also mentioned you can create opening books from PGN in Arena 1.0, which might mean problem solved :)
