I'm not going to speak for him, but a lot of companies have a free version of their compiler where one of the main restrictions is that it doesn't do optimizations. For instance, you can get the Microsoft C++ .NET compiler for free (I almost jumped out of my seat when I heard), but I learned that this version doesn't optimize at all (which is the whole point of me getting excited in the first place). Free versions, or academic versions for students sometimes don't do optimizations.
